It's 13 Degrees, Where Is Spencer?

Everyone has been talking about the late summer 'polar vortex' that's cooling temperatures on the east coast; but where is Spencer that it is just 13℉?

All the weather folks have been talking about this week is that chill that hit the east coast as another, late-season 'polar vortex' swept down from the arctic. Temperatures were expected to drop 30 degrees from normal in some areas. But that's nothing compared to the 13 degree temperatures that I experienced. The big question is, 'Where am I?'
