Overcrowding in the Odessa Animal Shelter has prompted the city to think about making a law that requires pet owners to spay and neuter.

According to NewsWest 9, the only exceptions would be if you are a certified breeder, you are visiting the city for only a few days, your pet is a show animal, or your pet is not healthy enough for the surgery.

City officials say the ordinance is designed to keep the pet population down and to prevent euthanasia because of the overcrowding problem.
